(a) PSO has oversight responsibility for the grants it awards and may review the grantee's management and administration of grant funds and records at any time. Grantees must respond to all PSO inquiries or requests and must make all requested records available.(b) The grantee is the entity legally and financially responsible for the grant. A grantee may not delegate its legal or financial responsibility.
