(a) Authorized Users. The following categories of entities are authorized telecommunications services users:(1) State agencies, which must use telecommunications services to the fullest extent possible;(2) Each house of the legislature and legislative agencies, which may contract with the department for telecommunications services;(3) Local governments; and(4) An assistance organization, as defined by §2175.001, Government Code.(b) Requests for telecommunications services. All requests for telecommunications services must be addressed to the department and documented as prescribed in the department procedures. Local Government must contract with the department pursuant to the Interlocal Cooperation Act, Chapter 791, Government Code.
