(a) At its discretion, the department may promulgate guidelines establishing technical standards pertaining to rapidly emerging technologies or technological issues or advancement. The department will publish any such guidelines to the department's website.(b) Governmental bodies and institutions of higher education conducting open or closed meetings by videoconference call shall review and consider any applicable guidelines promulgated by the department.
