SECTION/RULE §211.1 - Applicable Terms and Technologies for Information Resources Managers

The following words and terms, when used in this chapter, shall have the following meanings, unless the context clearly indicates otherwise.(1) Board--The governing board of the Department of Information Resources.(2) Department--The Department of Information Resources.(3) Executive head--The top-most senior executive with operational accountability for a state agency as defined by §211.3 of this subchapter or an institution of higher education as defined by §211.2 of this subchapter.(4) Information resources--The procedures, equipment, and software that are employed, designed, built, operated, and maintained to collect, record, process, store, retrieve, display, and transmit information, and associated personnel including consultants and contractors.(5) Information Resources Manager--A senior official who is part of executive management within the organization, reports to the executive head or deputy executive head, is accountable for, coordinates, and oversees information resources policies and activities within a state agency or institution of higher education, including the acquisition and use of information technology within a state agency or institution of higher education, and ensures that all information resources are acquired appropriately, implemented effectively, and in compliance with relevant regulations and policies. References herein to Information Resources Managers shall refer to both Information Resources Managers and to Joint Information Resources Managers, unless otherwise explicitly stated.(6) Information resources technologies--Data processing and telecommunications hardware, software, services, supplies, personnel, facility resources, maintenance, and training.(7) Joint Information Resources Manager--A person who is a senior official and part of executive management and designated as an Information Resources Manager with the employing organization that is designated by more than one state agency or institution of higher education and approved by the department to simultaneously serve as the information resources manager for each of the designating agencies or institutions of higher education.
