(a) The hearing officer conducts the administrative disqualification hearing as an informal proceeding, not as a formal court hearing. The participants are placed under oath, but the technical rules of evidence are not required.(b) At the hearing, the hearing officer must advise the household member or his representative that he may refuse to answer questions during the hearing.
