(a) An applicant or recipient has the right to appeal Texas Health and Human Services Commission (HHSC) decisions. Appeals are governed by HHSC's fair hearing rules contained in Chapter 357 of this title (relating to Hearings).(b) HHSC provides an action notice regarding an HHSC decision to applicants and recipients. The action notice includes information about how to file an appeal and the availability of free legal representation.
