SECTION/RULE §372.1709 - Liability Implications for Store-and-Forward Transactions

If there are insufficient funds to authorize the full amount of an otherwise approvable store-and-forward transaction, the balance remaining in the client's account is paid to the retailer in accordance with the following:(1) The EBT central processing system approves a partial amount of the store-and-forward transaction, crediting the retailer with the balance remaining in the client's account through a one-step process.(2) The transaction must be in accordance with the standard message format requirements for store-and-forward transactions.(3) The retailer must not obtain the uncollected balance from a client's current or future month's benefits.
