(a) FEMA funds and administers 100% of the Housing Assistance provisions.(b) FEMA funds 75% of the Other Needs Assistance (ONA) provisions. The state contributes 25% of the actual cost of meeting necessary expenses or serious needs of individuals and families.(c) DHS administers ONA in Texas.
