(a) This chapter implements the procurement authority delegated to HHSC and each health and human services agency pursuant to Texas Government Code §2155.144 for the purchase of certain goods and services, and establishes special contracting methods, protest procedures, contract claim procedures, vendor responsibilities, and contract monitoring standards.(b) If a federal law or regulation imposes different requirements than this chapter, as a condition of the receipt of federal funds, HHSC will follow the federal requirements to the extent of any conflict with this chapter and document the procurement file accordingly.
