SECTION/RULE §391.205 - Competitive Bidding through Informal Bidding

Informal bidding is used for procurements greater than $10,000 but not to exceed $25,000.(1) Informal bids may be solicited by letter, electronic mail, online submission, or telephone call. The following information is recorded in the procurement file:(A) the name, email address, and telephone number of each vendor to which the solicitation was provided;(B) the name, email address, and telephone number of the vendor submitting the bid;(C) the date the bid was received;(D) the amount of the bid;(E) the bidder's historically underutilized business (HUB) status; and(F) the name, email address, and telephone number of the procurement personnel receiving the bid for HHS.(2) A contract is awarded to the bidder that provides best value and conforms to the advertised product or service specifications.
