(a) A public hearing on an agenda item shall be conducted when required by law or requested by a commissioner.(b) The executive director shall prepare and maintain a plan for providing special assistance (including without limitation translation of the English language) to persons who request such assistance for the purpose of attending, observing, or participating in a commission meeting.
