The following shall constitute documentation of the governing body: undated general certificate of the governing body, including certifications and provisions with respect to:(1) incumbency of the directors of the issuer;(2) whether the governing body has created a joint housing finance corporation (a joint issuer) and if so, that the governing body has not created any other joint issuer with powers as provided in the Local Government Code (the Act), §394.012(c);(3) approval of all amendments to the issuer's articles of incorporation, if any; and(4) whether any action has been taken pursuant to the Act, §394.016(c), or otherwise to limit the effectiveness of the bond resolution or affect the bond transaction.
