A rule number consists of the chapter number followed by a decimal point and the individual section number. Example: §91.15. Neither the chapter number nor the section number may exceed four digits. Comply with paragraphs (1) - (3) of this section when you draft and submit rulemaking documents.(1) The proposed and adopted version of a rule must have the same rule number.(2) Do not amend rule numbers. To change a rule number, repeal and replace the rule.(3) Do not propose a new rule that uses the number of a rule in TAC before you propose the repeal of the earlier rule. Do not adopt a new rule that uses the number of a rule in TAC before you adopt the repeal of the earlier rule. You may submit the repeal and new actions simultaneously.
