(a) If the application for renewal is incomplete or defective, the renewal will be refused. The application may be completed or amended in response to a refusal.(b) If the application for renewal is refused, the response to an action by the examiner must be received within 90 days from the date of mailing of an action by the examiner and before the registration expires. If the renewal cannot be filed before the registration expires, a new registration must be made.
