(a) Unless specifically exempted by §79.12, no person may engage in weather modification and control activities without first obtaining a license and permit from the Department if any part of a Texas county is included in the operational or target area of the project.(b) A separate permit is required for each weather modification project. If an operation is to be conducted under contract, a permit is required for each separate contract.
