(a) Any person who knowingly sells, trades, issues, or otherwise transfers, or possesses with intent to sell, trade, issue, or otherwise transfer, a certificate or certificate number to a person not authorized to possess the certificate or certificate number is subject to criminal prosecution. The offense under this subsection is a Class A misdemeanor under Section 171.0356, Government Code.(b) A person commits an offense if the person knowingly possesses a certificate or a certificate number that the person is not authorized to possess. The offense under this subsection is a Class A misdemeanor under Section 171.0357, Government Code.
