The amendment or repeal of a rule does not affect:(1) the prior operation of the rule or any prior action taken under the Rule;(2) any right, privilege, obligation, or liability previously acquired, accorded, or incurred under the Rule;(3) any violation of the Rule or any penalty or punishment incurred under the Rule before its amendment or repeal; or(4) any investigation, proceeding, or remedy concerning any privilege, obligation, liability, penalty or punishment under the Rule.
