(a) An association shall provide adequate maintenance equipment and personnel to restore the track surface to racing condition.(b) An association shall provide back-up equipment for maintaining the track surface.(c) An association that conducts races on a turf track shall:(1) maintain an adequate stockpile of growing medium; and(2) provide a watering system that is capable of watering from the inside and outside rails and of watering the entire turf track in not more than five hours.
