(a) An association shall provide a paddock.(b) The paddock must be completely enclosed with a fence. The paddock entrance(s) must be locked or guarded at all times during live racing.(c) If the paddock has stalls, the stalls must be constructed to ensure the safety of the horses and the individuals who handle the horses.(d) During a race performance, the association shall provide the services of a farrier in the paddock.
