SECTION/RULE §313.134 - Obligation To Start

(a) A horse who is entered in a race is obligated to start the race, unless the horse is scratched from the race in accordance with this subchapter.(b) A person who fails to start a horse when the horse is obligated to start is subject to disciplinary action by the stewards.
