SECTION/RULE §313.167 - Prohibited Allowances

(a) Except as otherwise provided by this section, a horse may not be allowed a weight reduction solely for having been beaten in a race.(b) The racing secretary may provide an allowance to:(1) a maiden in a winners' race; or(2) a horse that has not won a race within a specified period of time or of a specified value.
