(a) The officials at an association's race meeting may reject a workout conducted at a licensed training facility if the officials determine the time of the workout indicates the horse may not be fit to compete with the other horses entered in the race.(b) The starter at an association's race meeting may reject a gate approval obtained at a licensed training facility if:(1) the starter knows the gate approval does not ensure the safety of the horse or jockey; or(2) the starter has reason to believe the horse would not break from the gate in a manner that would safeguard the interests of the public.
