Unless otherwise provided by law or rule, any claim, ticket, application, fee, request for credit, letter, or other item mailed or otherwise sent to the Commission shall be considered to have been sent:(1) on the item's United States Postal Service postmark date, United States Postal Service postage meter date, or carrier-indicated date of delivery to the common delivery carrier; or(2) seven (7) calendar days before the Commission received the item, if there is no legible United States Postal Service postmark date, United States Postal Service postage meter date, or carrier-indicated date of delivery to the common delivery carrier.
