(a) Membership shall consist of six members with experience in higher education, three of whom must be drawn from private or independent institutions of higher education in Texas as defined in Texas Education Code, §61.003(15).(b) Members of the council shall select the presiding officer at the first meeting of the academic year who will be responsible for conducting meetings and conveying council recommendations to the Board.(c) Members shall serve for two-year staggered terms.
