The following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly indicates otherwise:(1) Commissioner--The Commissioner of Higher Education; as used in this subchapter, "Commissioner" means the agency acting through its executive, and his or her designees, staff, or agents.(2) Coordinating Board or Board--The Texas Higher Education Coordinating Board.
