SECTION/RULE §15.51 - Definitions

The following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly indicates otherwise:(1) Board--The governing body of the Texas Higher Education Coordinating Board.(2) Commissioner--The Texas Commissioner of Higher Education who serves as the chief executive officer of the agency known as the Texas Higher Education Coordinating Board.(3) Coordinating Board--The agency known as the Texas Higher Education Coordinating Board, including agency staff.(4) Emerging Research University--A public institution of higher education designated as an emerging research university under the Board's accountability system.(5) Governing board--The Board of Regents of a research or emerging research university.(6) Research Strategic Plan--A document to be prepared by the institution which provides a detailed, long-term plan to show how the institution will achieve or enhance its recognition as a research university. The form, manner, standards, and minimum required content for the report will be prescribed by the Commissioner.(7) Research University--A public institution of higher education designated as a research university under the Board's accountability system.
