(a) The purpose of this chapter is to provide guidance to the public and to public institutions of higher education regarding reporting of facilities project data to the Board, standards for new construction, repair and renovation projects, property acquisitions, or lease-purchase arrangements as authorized by law.(b) This chapter establishes rules and an approval process for energy savings performance contracts.(c) This chapter establishes rules for facilities audits.(d) This chapter establishes guidelines for certain institutional reports to the Board and the Board's reports.(e) This chapter does not apply to facilities used exclusively for auxiliary enterprise.
