(a) Texas Education Code, §61.0572, requires the Board to assure the efficient use of construction funds and the orderly development of physical plants to accommodate projected college student enrollments.(b) Texas Education Code, §61.058, authorizes the Board to review new construction and repair and renovation projects as well as purchases of improved real property at institutions. Standards used in review must be adopted using negotiated rulemaking.(c) Texas Education Code, §61.0583, requires the Board to conduct a comprehensive audit of all educational and general facilities.(d) Texas Education Code, §51.927, authorizes the Board to establish guidelines and an approval process for awarding energy savings performance contracts.
