(a) Authority. Authority for this subchapter is provided in the Texas Education Code, §51.930, the National Student Exchange Program. These rules establish procedures to administer the Exchange Program.(b) Purpose. The purpose of the National Student Exchange Program is to provide reciprocal educational opportunities for undergraduate students of colleges and universities in the United States.
