(a) All loans through the Texas Armed Services Scholarship Program are discharged in the event of the borrower's death or permanent and total disability.(b) Verification of death, and determination of permanent and total disability of a borrower through the Texas Armed Services Scholarship Program, shall be made in accordance with student loan industry standards.(c) The final determination of permanent and total disability of a borrower shall be made by the Commissioner, or his/her designee.
