(a) Regardless of errors as to designation of a party, parties shall be accorded their true status in the proceeding.(b) In a contested case proceeding under this subchapter, Texas Education Agency (TEA) staff on behalf of the commissioner of education shall have the burden of proof to show, by a preponderance of the evidence, entitlement to relief.(c) Parties shall keep the TEA staff apprised of their current addresses and shall notify the TEA staff of a change of address within five calendar days of the effective date of such change.
