(a) Members of the board serve staggered six-year terms expiring in January of an odd-numbered year, or as appointed by the governor.(b) If a vacancy occurs during a member's term, the governor shall appoint a replacement to fill the unexpired part of the term.(c) A member's absence from a regularly scheduled board meeting that the member is eligible to attend may be excused by a majority vote of the board.
