(a) Every person, party, witness, attorney, or other representative appearing before the board, board committee or board staff shall comport himself in all proceedings with proper dignity, courtesy, and respect for the board, the executive director, and all other participants. Disorderly conduct will not be tolerated. Attorneys and other representatives of parties shall observe and practice the standards of ethical behavior prescribed for attorneys at law by the State Bar of Texas.(b) Any person engaging in disorderly conduct or communicating with board members in violation of the prohibitions on ex parte communications may be excluded from any board, committee or staff proceeding and treated as if defaulting on obligations to the board.
