The board's staff or board members may issue an opinion to any person with a cover letter clearly identifying that the opinion is advisory in nature, and is restricted to the specific fact situation identified in the opinion, and is not binding on the board. Board staff may respond to routine questions without the need for issuing formal staff opinions.
