(a) A licensee may not commit fraud in the charging or billing of goods or services.(b) A licensee may not charge or bill a patient or a third party for goods or services that are clearly excessive.(c) A licensee may not submit a claim for goods or services that are not sold or rendered.(d) A licensee who violates this section is subject to disciplinary action.
