(a) After the conclusion of the hearing, the Administrative Law Judge (ALJ) shall prepare and serve on the parties a proposal for decision (PFD) that includes the ALJ's findings of fact and conclusions of law.(b) In the PFD, the ALJ may recommend an appropriate disciplinary sanction, either that sought by the Board or another sanction, in accordance with Board rules if the ALJ found a violation of statutes or rules under the Board's jurisdiction.(c) Any party adversely affected by the PFD may file exceptions and a supporting brief to the ALJ within 15 days after the PFD's date of service.(d) The other party may file a response to exceptions within 15 days of the filing of exceptions.(e) All parties shall also serve exceptions and response on the opposing party.
