Chapter Review Date (a) Purpose. The provisions of this chapter govern the procedures relating to the licensing of individuals who assess and treat adult sex offenders and juveniles who commit sexual offenses in the State of Texas.(b) Construction. These sections cover definitions, licensing criteria for application, fees, continuing education, complaints, general procedures, standards of practice, and policies of the Council on Sex Offender Treatment.(c) History. The Council on Sex Offender Treatment (council) was created by the 68th Legislature (Senate Bill 84) in 1983 under the name of the Interagency Council on Sex Offender Treatment and its Act is codified in Occupations Code, Chapter 110. The council was designed to coordinate effective assessment and treatment strategies to reduce recidivism of sex offenders and to enhance public safety.
