All applications, petitions, complaints, motions, protests, replies, answers, notices, and other pleadings relating to any proceeding pending or to be instituted before the agency shall be filed with the executive director or other designated person. They shall be deemed filed only when actually received by him accompanied by the filing fee, if any, required by statute or agency rules.
