(a) The fiscal year of the board shall begin September 1 and close the following August 31. The fiscal year shall be designated to correspond with the calendar year in which it closes.(b) The operating budget and fees schedule shall be prepared by the executive director and submitted to the board for approval.(c) Pursuant to the requirements of §2161.003 of the Texas Government Code, the board adopts the rules of the Comptroller of Public Accounts relating to the Historically Underutilized Business (HUB) Program and stated at Texas Administrative Code,
