The following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly indicates otherwise.(1) Animal shelter--A facility that collects, impounds, or keeps stray, homeless, abandoned, or unwanted animals.(2) Department--The Department of State Health Services.
