SECTION/RULE §307.351 - Purpose

(a) The purpose of this division is to implement Texas Government Code §531.09936 by establishing a grant program to assist with the establishment or expansion of behavioral health centers or jail diversion centers in a local mental health authority or local behavioral health authority's local service area to provide:(1) additional forensic hospital beds and competency restoration services;(2) inpatient and outpatient mental health services to adults and children; and(3) services to reduce recidivism and the frequency of arrest, incarceration, and emergency detentions among persons with mental illness.(b) To the extent money is appropriated to HHSC for this program, HHSC, in cooperation with local mental health authorities and local behavioral health authorities located primarily in rural areas of this state, awards contracts to nonprofit organizations or governmental entities under this division.
