(a) A license holder or person who violates the Act or any rule adopted by the board under the Act is liable for a civil penalty, to be imposed by a district court, of not more than $1,000 for each day of violation.(b) A person who knowingly establishes or operates a special care facility without a license issued under this Act commits an offense. An offense under this section is a Class B misdemeanor. Each day of a continuing violation constitutes a separate offense.
