These words have the following meanings:(1) Nearby--For child day-care operations, "nearby" means next to, across the street from, or in the same city block. For residential child-care operations, "nearby" means across the street from, in the same city block, or on the same property.(2) Newspaper of general circulation--A community's own newspaper, or if this is not available, a newspaper purporting to serve the community, or the daily newspaper of the nearest metropolitan area.
