(a) We must hold a public hearing to obtain public comments regarding the renewal of the license of a general residential operation that provides treatment services to children with emotional disorders, if the commissioner's court in the county in which the operation is located requests one.(b) The commissioner's court must submit its request to hold a hearing prior to Licensing renewing the operation's license.
