All official acts of the board, the commissioner, or the fire marshal shall be evidenced by a recorded or written record. The minutes of the board constitute a written record. Official action of the board, the commissioner, or the fire marshal shall not be bound or prejudiced by any informal statement or opinion made by any member of the board, the commissioner, the fire marshal, or the employees of the agency.
