SECTION/RULE §19.1102 - Evaluation

(a) The department shall evaluate each qualifying proposal based on the evaluation criteria set forth in the bid document.(b) The department may establish an evaluation committee to conduct or assist in the evaluation process. Such committee may consist entirely of department staff with responsibility in areas affected by the various license types or knowledge of the technical areas covered in the bid document. The department may also include technical testing experts in the evaluation committee. Committee members may not have a direct or indirect financial relationship to potential vendors or be related to an employee of a vendor within the second degree of affinity or consanguinity.(c) An evaluation committee established under this section shall not be considered to be an advisory committee as that term is defined in Government Code, Chapter 2110.
