A person may not act as or hold himself out to be a risk manager in the State of Texas unless the person meets the requirements of the Insurance Code, Article 21.14-1, and the rules of the board and is licensed by the board. An offense is committed if a person violates or does not comply with the Insurance Code, Article 21.14-1, §2. An offense under that section is a Class C misdemeanor.
