The purpose of this subchapter is to implement the provisions of the Healthy Texas Program as set out in the Insurance Code Chapter 1508 and to facilitate the attainment of its objectives to:(1) provide access to quality small employer health benefit plans at an affordable price;(2) encourage small employers to offer health benefit plan coverage to employees and the dependents of employees; and(3) maximize reliance on proven managed care strategies and procedures.
