The Commissioner may conduct an examination or investigation of any person to determine compliance with the Act, to aid in enforcing the Act, to determine the financial solvency of a facility, or to verify a statement contained in a disclosure or actuarial statement. The Commissioner and the Commissioner's examiners shall have free access to all the books and papers relating to the business and affairs of the provider and facility.
