All facilities affected by §112.51 of this title (relating to Emissions Limits for TRS Compounds from Kraft Pulp Mills) shall be in compliance with applicable recovery furnace emissions limits by July 31, 1992, and all other applicable limits by July 31, 1991. Kraft pulp mills not subject to 40 Code of Federal Regulations 60, Subpart BB (New Source Performance Standards) shall submit, no later than July 31, 1990, a demonstration of continuous compliance with all applicable limits and requirements or a control plan and schedule for achieving compliance, including legally enforceable increments of progress toward compliance as described at 40 Code of Federal Regulations 60.21(h).
